Look at what happens after funding, not just during evaluation: profit splits, scaling rules and payout thresholds decide whether passing was worth the fee. Weigh the refund clause narrowly; a fee returned only with a first payout is not really a discount. Finally, remember that evaluation fees are at risk, entities move between jurisdictions, and regulation of this sector is thin - size the fee as money you can afford to lose, and never fund an account with borrowed money.
